Our Essential Question: How do we collectively transform education to improve access, opportunity, and inclusion especially for students who are historically underserved so that they can thrive?

The Northern California Educational Leadership Consortium (NorCal ELC) is a partnership among California State University, Chico, Humboldt State University, Chico Unified School District, and Abeo School Change, LLC. NorCal ELC serves the eleven northernmost counties of California, the Shasta Region, a large mostly rural, sparsely populated area similar in size to the entire state of Ohio.

Under the leadership of the 21st Century California School Leadership Academy (21CSLA) the mission of NorCal ELC is to provide high-quality professional learning and support for school and teacher leaders in the Shasta Region. We develop leadership knowledge and skills, promote continuous improvement systems, and connect educators with tools and resources for addressing equity-centered problems of practice to ultimately lead to better outcomes for children and youth in the largely rural region. 

Universal Transitional Kindergarten Leadership Initiative

The NorCal ELC project has expanded to include California’s bold new Universal Transitional Kindergarten initiative preparing leaders to “lead for equity” by providing professional learning for school and systems leaders.
